Welcome to Seaside2040!

The City of Seaside is excited to announce the release of the Proposed Final Draft General Plan, Final Environmental Impact Report (EIR), and 6th Cycle Housing Element. The General Plan and Housing Element document a shared vision for the future of Seaside and set the policies and programs to achieve that vision.

The drafting of the General Plan was a large community effort and reflects the input of many participants, stakeholders, City representatives, City staff, consultants, and community members. The revised Public Review Draft General Plan made necessary updates, including reflecting the COVID-19 pandemic and addressing new legislation requirements for housing, safety, and environmental justice. We appreciate everyone's contribution so far and are looking forward to feedback and future input on the draft as well as continued interest and participation in the next steps of this process.

Public Review Period

Following the release, plans were available for public review as follows:

• The Draft EIR was available for review and comment from October 26, 2023 to December 11, 2023.
• The Public Review Draft Housing Element was open for public comment until June 26, 2023. It was then submitted to HCD (California Department of Housing and Community Development) on July 21, 2023.
• The Revised Public Review Draft General Plan was open for public comment until July 21, 2023.
• The Revised Draft Housing Element was open for public comment from November 6 to November 13, 2023 and again from November 27 to December 4, 2023.
