Proposed Final Draft General Plan and EIR

Final Environmental Impact Report

Pursuant to the California Environmental Quality Act (CEQA), the City of Seaside has prepared a Final Environmental Impact Report (Draft EIR) for Seaside 2040 (SCH #2017071021).

The Final EIR consists of: (1) the Draft EIR, (2) comment letters received during the review period for the Draft EIR, (3) responses to the comment letters, and (4) changes to the Draft EIR and relevant changes to the Draft General Plan.

Draft Environmental Impact Report

Pursuant to the California Environmental Quality Act (CEQA), the City of Seaside prepared a Draft Environmental Impact Report (Draft EIR) for Seaside 2040 (SCH #2017071021).

The Draft EIR was available for review and comment from October 26 to December 11, 2023 and is now closed.

Proposed Final Draft General Plan

Seaside 2040 is a comprehensive update of the City’s 2004 General Plan and establishes the community’s vision for future development of the City through 2040. As part of the general plan process, Seaside 2040 has been reorganized and reformatted, with updated goals and policies that reflect the community vision of Seaside. The City’s General Plan Land Use Map has also been updated to reflect the community’s vision and guiding principles that thread through Seaside 2040. The plan area includes the entirety of the City of Seaside and its Sphere of Influence.

The March 2024 Proposed Final Draft General Plan (Seaside 2040) includes updates and revised information since the previous draft.

 

Public comment on the Final Environmental Impact Report or the Proposed Final Draft General Plan may be provided at the next meeting of the Seaside City Council at 5:00 pm on May 16, 2024, in the Seaside Council Chambers located at 440 Harcourt Avenue in the City of Seaside.

The Revised Public Review Draft General Plan was open for public comment from May 21, 2023 until July 21, 2023.

The November 2017 Public Draft General Plan (Seaside 2040) is below for review. Seaside 2040 reflects extensive input from the community, documenting a shared vision for the future of Seaside and setting the policies and programs to achieve that vision.

Community Engagement Plan

The community engagement process will be guided by the Community Engagement Plan. This plan provides the framework for the engagement process, including the goals, the target audiences, and the types and number of activities.  The intent of this Community Engagement Plan is to summarize the approach and key outreach activities. Detailed information will be developed for many specific activities as the project moves forward. The Community Engagement Plan may be downloaded here.
